Great Ship Island Race
A. MCYA Sanctioned Events are the interclub Chapman Regatta, Race Week, MCYA Master’s Regatta, the Great Ship Island Race, and other regattas as may be approved by the Association. Coordination of these events is the specific function of the Association.
B. The official interclub boat of the MCYA is the Gordon Douglass designed Flying Scot sloop, constructed by a builder recognized by and meeting the Specifications of the Flying Scot Sailing Association (FSSA).
I. Authority
A. All races in MCYA sanctioned events shall be governed by:
1. The The Racing Rules of Sailing, hereinafter referred to as the RRS, and the current prescriptions of US SAILING;
2. These MCYA Regulations for Sanctioned Events;
3. The Sailing Instructions of the Host Club except that, the Chapman Regatta shall be sailed under the MCYA Standard Chapman Regatta Sailing Instructions (Appendix A).
B. For Flying Scot races, the FSSA Specifications, Rules and FSSA Bylaw Article B-VIII shall apply when not in conflict with the RRS or MCYA Regulations.
C. In case of conflicts, MCYA Regulations and the Sailing Instructions shall govern.
II. Dates and Rotation of Events
A. The MCYA intent shall be to schedule the regattas as specified or in the months listed below:
1. Chapman Regatta – the first full weekend in June.
2. Race Week – shall be held annually on the second weekend after the Lipton Regatta.
3. MCYA Master’s Regatta – shall be held annually in conjunction with Race Week
4. Great Ship Island Race – shall be as scheduled by the Host Club.
B. Rotation of sanctioned events shall be West to East among all member clubs with the approval of the Board of Directors. Rotation of the Great Ship Island Race shall not be required.
III. Notices
A. It shall be the responsibility of the club hosting an MCYA sanctioned regatta to give proper notice, in the format described in RRS Appendix J, no later than two weeks prior to the regatta. For MCYA interclub regattas, the host club shall send the Notice of Race to each MCYA Member Club in good standing for posting on the club bulletin board, to each club MCYA Coordinator at the Coordinator’s address in this MCYA Handbook, to the MCYA Secretary-Treasurer. In the absence of an appointed MCYA Coordinator, notices shall be mailed to the Member Club Race Committee Chairman.
B. For the Chapman Regatta, the host club shall use the MCYA standard Chapman Regatta Notice of Race (Appendix B) and shall use, unaltered, the MCYA standard Chapman Regatta Official Entry Form (Appendix B) for Member Club entry in the Chapman Regatta (current revision adopted 04/16/2002).
A. In all interclub races, management shall be by the Race Committee of the host club and, for the Chapman Regatta, with the assistance of the MCYA Chapman Race Committee.
B. For special regattas, the MCYA may provide for Judges to hear or decide protests and supervise the management of races. In such cases, the Race Committee shall be subject to the direction of the Judges to the extent provided by the organizing authority.
D. Scoring.
1. Unless otherwise stated in the Sailing Instructions, all races in a series shall count for scoring purposes.
2. Ties (Interclub Regattas)
a. If two or more yachts or teams (in team racing) end in a point tie in the final score, the tie will be broken in favor of the club whose yacht(s) have or team has (in team racing) finished ahead of the other(s) during the series the greater number of times.
b. If the tie is not broken by the above test, then it shall be decided on the basis of which club has won the greater number of first places, then second places, then third places, etc., until the tie is broken. If a tie still exists, then the club whose yacht or team (in team racing) defeated the other(s) in the final race of the series shall be declared the winner.
E. Safety.
1. In all youth events, U.S. Coast Guard approved PFDs, excluding Type IV throwable devices, shall be properly worn by all participants while on board a competing yacht when away from the dock. This changes RRS 1.2 and the Sailing Instructions for Youth Classes offered in conjunction with Sanctioned Events shall so state.
2. Any boat retiring or withdrawing from a race shall notify the race committee of her action before leaving the race course or, if that is not possible, notify a representative of the race committee immediately upon arriving ashore.
3. If a yacht is capsized or damaged to the point of sinking, it may be ordered rescued by the Race Committee and scored DNF in the interests of safety and avoiding unreasonable delay of the race or series.
F. Compliance. Any competitor protested under the competition, equipment or eligibility/participation regulations herein who is deemed guilty of violating the regulation(s) cited in the protest shall be disqualified from the race or races in which the violation occurred.
V. Eligible Clubs, Skippers, Crews and Team Captains: Interclub Racing
A. The number of crew, crew weight requirements, skippering and crewing requirements, and age requirements for MCYA sanctioned events shall be as prescribed in the Articles governing each event included herein.
B. Team Captains and Skippers must be a member in good standing of the MCYA Member Club which they represent for at least three (3) months prior to the date of the race in which they are to participate. Crews must be a member in good standing of a MCYA Member Club, but need not be from the same yacht club as the Skipper except for the Chapman and Masters Regattas.
C. Team Captains shall have the power to instruct the team with respect to sailing tactics and strategy, shall have the authority to select the Skipper and Crew for each race and may also remove skippers or members of crews and replace them with substitutes or alternates (within the constraints of the applicable rules) as deemed necessary. The Team Captain has the final official authority over team management.
D. If a Skipper is a member in good standing of more than one MCYA Member Club, he or she shall represent only one (1) club in any one regatta.
VI. Boats,
Sails and Equipment and Responsibilities for Such:
Interclub Racing
Each competing MCYA Member Club shall provide and sail its own club-owned Flying Scot and other equipment. Privately owned Flying Scots and sails are not allowed. In the event that Member Club does not have a club-owned Flying Scot in racing condition because of fire, storm accident, etc., representatives of that club may apply to the host Race Committee to charter a Flying Scot and/or sails from another MCYA Member Club. A club shall not interchange hulls during any regatta except that in the event of serious damage, a hull may be exchanged for another with the advance approval of the event officials (judges or the race committee when judges are not used).
VII. Special Rules Governing the Chapman Regatta
A. This regatta shall be open to Member Clubs in good standing only. The series shall consist of four races with three boats from each club. It shall be sailed under the MCYA Standard Chapman Regatta Sailing Instructions (Appendix A). The number of races may be reduced at the discretion of the Race Committee if conditions warrant. The Chapman Regatta shall require at least one completed race to be considered a series. The MCYA Commodore shall appoint Judges for this event.
B. A person may skipper one race, and may crew an unlimited number of races. All skippers and crew shall be members of the clubs that they represent. Minimum weight requirements will not be used. The crew shall consist of at least three (3), but not more than four (4) persons.
C. Team Racing Rules for the Chapman Regatta. The RRS, Appendix D1, Sections 1.1 and 1.2 shall apply.
D. Each club shall compete in its own Flying Scots and equipment unless, based on written petition by a Member Club, a variance is granted by the Board of Directors of the association.
E. Each member club shall be urged to have members participate on the Chapman Race and Protest Committees.
F. Trophies shall be awarded according to the wishes of the host club with the following minimum requirements: Trophies will be awarded to the skippers of the club that has the best score in each race. In addition, the skippers placing first in each race shall receive a trophy (this trophy shall be less prominent than the winning team trophy to emphasize the team aspect of this series). Awards shall also be made to the yacht club placing 1st, 2nd, and 3rd place overall. Crew awards are REQUIRED. A team captain trophy shall also be provided. The MCYA shall pay the Chapman Host Club a stipend in the amount of $125.00 to help defray the cost of Chapman Regatta trophies.
G. In all Chapman Regatta races the race course selected shall be at a least a three (3) nautical mile course with not less than one-third (1/3) of the course being to windward unless the course is shortened by the Race Committee. At least three legs of a course shall be sailed for an official Chapman race. For purposes of this regulation, the "leg" from a mark of the course to an offset mark shall not be counted as a leg. The first leg shall be to windward.
H. The time limit for Chapman races shall be two (2) hours.
I. The Standard Chapman Regatta Sailing Instructions, as adopted by the MCYA and maintained and published by the MCYA Racing Rules Committee in Appendix A, shall be used in all Chapman Regattas with the provisos that:
1. The host club shall fill in the blanks as required based on local conditions.
2. During preparation of the Sailing Instructions before the event, changes in the text may be made, but only with the approval of the Chapman Regatta Jury appointed by the MCYA Commodore.
3. During the event, changes to the Sailing Instructions as authorized under the Chapman Regatta Sailing Instructions, shall be made only with the approval of the Chapman Regatta Jury appointed by the MCYA Commodore.
J. Chapman Regatta Crew Lists and Sail Numbers.
1. Crew Lists. Team Captains shall complete the provided Crew List forms fully and accurately and submit each race's list on time in accordance with the Sailing Instructions.
2. Sail Numbers. Mainsails having duplicate sail numbers shall not be listed on Crew Lists or flown until an appliqué (duct tape or etc.) has been applied to each duplicate sail's number that makes it unique. This applies both to boats sailing for a single club's team and "across teams" to boats chartered or borrowed from another club in accordance with Article VI.A or VII.D above.
Each Team Captain shall be responsible for ensuring that each mainsail to be used by his or her team displays a number that is unique in the regatta fleet, and shall further be responsible for altering duplicate numbers and providing such altered sail numbers on his or her Crew Lists.
VIII. Race Week
A. The regatta shall be sailed in accordance with the Racing Rules of Sailing, the Prescriptions of US SAILING, the GYA Regulations for Sanctioned Events and by the host club’s sailing instructions.
B. Trophies shall be awarded according to the wishes of the host club with the following minimum requirement: Trophies shall be awarded in accordance with GYA regulations.
IX. Master’s Regatta
A. The regatta shall be sailed in accordance with the Racing Rules of Sailing, the Prescriptions of US SAILING, the Flying Scot Class Rules, the MCYA Regulations for Sanctioned Events and by the host club’s sailing instructions. The series shall consist of three races. The number of races may be reduced at the discretion of the host club Race Committee if conditions warrant. One race shall constitute a series.
B. Skipper and crews shall have reached their 50th birthday prior to competing. A person may skipper only one race, and may crew an unlimited number of races. All skippers and crew shall be members of the clubs that they represent. Minimum weight requirements will not be used.
C. The regatta shall be scheduled annually to be held in conjunction with Race Week.
D. Trophies shall be awarded according to the wishes of the host club with the following minimum requirements: Trophies shall be awarded winning skippers and crews of each race as well as the overall club winner of the three race series.
A. The regatta shall be sailed in accordance with the Racing Rules of Sailing, the Prescriptions of US SAILING, the MCYA Regulations for Sanctioned Events and by the host club’s sailing instructions. This regatta shall be a PHRF Handicap staggered start event sailed under the PHRF rating system. Each competing yacht shall have a current, valid PHRF Certificate.
B. Organization and coordination of this event shall be awarded to a Member Club at the Annual Meeting each year. The Host Club shall schedule the event.
C. The Race Committee of each Member Club shall manage its club’s start. The host club Race Committee shall finish the race. The host club Protest Committee shall conduct protest hearings and render decisions.
D. Trophies shall be awarded according to the wishes of the host club with the following minimum requirements: a trophy shall be awarded to the first boat to finish from each club.
